The rationale for this slim focus is that the Metropolis needs these rules in place promptly, in time for reporting in Q2 2022.
The “casual” public remark interval on the draft rules will stay open till January 14. Feedback will be supplied right here. The Air Air pollution Management Fee will later maintain a “formal” public remark interval at a time TBD.
The “Rules Growth” define doesn’t present a timeline for Part II of the rules. That’s the place the meat of the rules will likely be set forth. Part II will embody provisions governing the usual emissions elements; various compliance mechanisms; tips on how to set up both hardship emission limits or compliance timelines; and exemptions.
It’s not precisely profound to notice that there’s so much to do to get to web zero. BERDO is only one small piece, even when it’s an necessary piece for Boston. I do wish to pose one query, although. Do we’d like a rigorous set of GHG emission limits for buildings and in addition a separate ordinance banning use of pure gasoline in new buildings? If we’re going to the difficulty of building stringent emissions limits that can ratchet all the way down to zero, why do we’d like that prohibition?
In any case, keep tuned. I’m tempted to advise stakeholders to lock seatbelts, as a result of it’s going to be a bumpy journey. Nevertheless, it’s the vacation season and all of us desperately want causes for optimism, so as an alternative I’ll simply say Get Prepared.
